Organizational Setting and Reporting Relationship
The position of Environment Specialist is assigned to the Agriculture, Food, Nature, and Rural Development Sector Office (SG-AFNR) within the Sectors Group (SG). You will be based at our Headquarters in Manila, Philippines.
You will report to Director, SG-AFNR, will collaborate closely with colleagues from the Regional Departments and other Sector Offices, and will oversee National Staff and Administrative Staff.
Your Role
As Environment Specialist, you will provide technical inputs and analyses to the design, preparation, and implementation of lending and technical assistance operations in environment and natural resources, including terrestrial and marine resources and biodiversity management. The position will also support activities relating to climate change adaptation and mitigation, in the context of environment and natural resources management. You will lead in providing analytical and technical input and facilitating policy dialogue with the Developing Member Countries (DMCs) governments, development partners, and other stakeholders on environment and natural resources management policies, strategies and programs focusing on inclusive and environmentally sustainable growth. You may also co-lead or lead relevant grants, technical assistance and loan projects.

Requirements

You will:

  • Provide technical inputs in (i) integrating environmental and natural resource issues, including marine and terrestrial resources and biodiversity management, into country operations by providing inputs to country strategy and sector work and ensuring that environmental and natural resource dimensions are adequately reflected in country strategies, sector work and projects; and (ii) preparing country environmental assessments and briefs, and in developing environment and natural resource management strategies and initiatives in coordination and cooperation with DMCs, development partners and other stakeholders.
  • Provide guidance and advice to DMCs on environmental and natural resources management for strengthening their capacity in environment related planning and development initiatives.
  • Provide knowledge and inputs advocacy, dissemination and knowledge building on environment issues.
  • Conduct policy dialogue with relevant government officials and development partners on policies and strategies to mainstream climate change mitigation and adaptation in development planning with a special emphasis on climate change impacts on natural resources, marine and terrestrial ecosystems, community livelihoods and rural development.
  • Provide technical inputs on addressing environment and natural resource management related climate change risks and vulnerabilities and protecting and maintaining natural capital and associated ecosystem services.
  • Identify and develop investment opportunities in agriculture, environment and natural resource sectors for sustainable economic growth to support poverty reduction and regional cooperation.
  • Lead or co-lead identification, preparation, appraisal, and supervision of loans, grants, and technical assistance projects related to environmental and natural resources management, including marine and terrestrial resources and biodiversity management.
  • Facilitate coordination with climate, environment and/or natural resources country and regional/cross-departmental thematic and technical working groups.
  • Support the identification, processing and supervision of grant and TA projects with significant environmental dimensions, including supervising consultants and ensuring the high technical quality of outputs.
  • Participate in and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination and knowledge building.
  • Support multidisciplinary teams and ensure the overall quality of its work.
  • Supervise, and support reporting staff, including their performance and development. Ensure the ongoing learning and development of reporting staff.
  • Perform other duties as assigned and reflected in staff's workplan.
